Very old (1800 or before) cyberpunk stories?

I know that from a purist point of view, high-tech low-life stories seems to be mostly a twentieth century thing. But I would bet there certainly something in the past talking about possible dangers of current or imminent technologies. In that sense, I wouldn't consider, for example Frankenstein, as being the case, since although its views were possibly experiments with electricity at that time, the outcomes in the book were much far-fetched.Who knows, maybe there is a XI dystopian view of the future related to the invention of powder.
