Outside of the Deus Ex universe, are there any other Cyberpunk + Conspiracy theory worlds?

I was watching some Info-Wars and it got me thinking, what if Alex Jones was very, very right? Would that not be the most Cyberpunk thing on Earth?Fleets of Ships dropping clouds of Chemtrail vapor onto local crops and gardens like it's Agent Orange, Chemical enriched water chasing the way people think, a government slowly becoming authoritarian as numerous corporations seize control, and FEMA internment camps where patrolled, street gangs march in lockstep with the US army. Why are conspiracy theories so rarely used in this genre despite how ripe for the picking the concepts within them are?
