What would be the cheapest way of shooting a cyberpunk film?

I'm shooting a short film based on cyberpunk.Two interior locations are a theatre and a reception. But ideally I'd want streets that represent a tech noir future.I'm from London and there's not much to work with here. We already have a sizeable budget ($45K) so we could feasibly shoot anywhere in the world as it's a short.Obviously, Far East Asian cities would be easy but is there any place in Europe that's closer we could shoot? Or maybe even creating a set would be cheaper?I'm not sure.Any advice?
