Why did Rachel need to be retired?

So what I figured is Tyrell was keeping her around as a new secret advancement of the Nexus 6 line. She was not a hazard but she did eventually have the same test results as the rogue replicants would. Is that the only reason blade runners need to seek and destroy? Was she the last known replicant - being the reason why blade runners were so hot on her trail?
